<P>PROBLEM TO BE SOLVED: To provide a fuel cell that has improved strength of an electrolyte membrane and simplification of a structure of the fuel cell in a compatible way. <P>SOLUTION: The electrolyte membrane 13 has a power generating part EA at the inner center portion in contact with electrodes 14, 15 and contributes to power generation, and a projected frame part 13 which is at the outer periphery side portion and projects from the surface defined on the surface of the power generation part EA.
