A foreign material collecting device and a washing machine having the same are provided to improve the external appearance and to prevent damage to clothing and a mesh filter due to friction therebetween by installing the mesh filter in a filter cover. A foreign material collecting device(200) comprises a water circulating duct(210), a filter cover(220), and a mesh filter(230). The water circulating duct has at least one water inlet(212). The filter cover covers the water inlet. The mesh filter is installed between the water circulating duct and the filter cover to filter the foreign materials from water entering through the water inlet.
