PROBLEM TO BE SOLVED: To provide a caulking device, a caulking method for the caulking device, and a method of manufacturing brush holders using the caulking device. SOLUTION: A first and a second caulking pins 15, 16 which are in parallel to each other and vertically movable are provided to a tool part 14 which is elevated and lowered with the driving shaft 13 of a driving means 12 are provided. An oscillating body 22 which is provided so as to be able to be oscillated on the side of the base body 18 of the tool of the tool part 14 and brought into contact with flange parts 15a, 16a on the sides of the base ends of the first and the second caulking pins 15, 16 is provided. The shape of the contact surface of the oscillating body 22 with the first and the second caulking pins 15, 16 is made into a cylindrical outer peripheral shape and the end faces of the flange parts 15a, 16b on the side of the first and second caulking pins 15, 16 are formed into a planar shape.
