PURPOSE: An apparatus and a method for detecting a peer to peer heavy traffic in an internet environment are provided to detect a P2P heavy traffic using a correlation pattern between flows, thereby providing an equal service to all network users. CONSTITUTION: A flow processing unit(100) generates a new flow or updates flow information based on header information of a packet. The flow processing unit detects a heavy traffic using the flow information. The flow processing unit transmits a transport parameter of the flow to a flow control unit(200). The flow control unit detects a peer to peer heavy traffic.
