PURPOSE: A blind flange and a leakage inspection apparatus for a submersible vehicle using the same are provided to effectively grasp a water leakage position and restrictively operate a specific hydraulic actuator for leakage inspection. CONSTITUTION: A blind flange comprises a flange plate(311), an O-ring(312), and a sampling valve. The flange plate is pressed onto one side of a hydraulic actuator. The O-ring is arranged on one side of the flange plate. The sampling valve is provided on one side of the flange plate and samples hydraulic oil sample from the hydraulic actuator. The flange plate has a through hole(314).
