PURPOSE: A sheet type heating element including a panel of a plate shape and a manufacturing method thereof are provided to perform an electrical insulation function and a mechanical support body function at the same time by including a panel of a plate shape. CONSTITUTION: A sheet type heating element includes a panel of a plate shape. The panel includes a support body, a heating line, and an infrared radiation layer. The support body is formed by a mixed material of inroganic adhesive or organic/inorganic hybrid adhesive and ceramic or ceramic fiber. The organic/inorganic hybrid adhesive is formed by adding organosilane to colloid silica or colloid boehmite. The heating line is printed on a top surface of the support body. The infrared radiation layer is coated on the top part of the support body in which the heating line is printed.
