PROBLEM TO BE SOLVED: To prevent the outflow of a large amount of work information recorded in a portable terminal due to the missing and theft of a working portable terminal. SOLUTION: A portable telephone communication means is imparted to the working portable terminal. All the work information is managed by a management server. Only the work information of the day is downloaded and stored in the portable terminal. Important detailed information for each working site in the work information is made browsable only within a communication range of communication equipment at the working site. A time limit is set to the work information. The work information is deleted after the time limit. When unauthorized utilization is suspected, positional information of portable communication equipment is obtained.
