PURPOSE: A tension applying device and a heat exchange fin manufacturing device are provided to adjust holding time and releasing time of a metal band shape body according to the rotation number of a press apparatus by installing a holding unit applying tension on the metal band shape body separately with a press unit. CONSTITUTION: A tension applying device and a heat exchange fin manufacturing device comprises a reciprocating body and a feeding pin. The reciprocating body reciprocates in the longitudinal direction of a metal band shape body(10). The tip end of the feeding pin is pressed in the direction of the metal band shape body by a pressing member installed at the reciprocating body. When the reciprocating body moves in the transfer direction of the metal band shape body, the tip end of the feeding pin is inserted into the hole which a collar formed at the metal band shape body hangs on and is coupled with the inner edge of a hole. The tip end of the feeding pin comprises an incline. A holding unit(60) is held with being contacted with the metal band shape body to apply tension on the metal band shape body. A holding member(76) is installed to release the holding when the movement of the metal band shape body in the feeding direction is started.
