SOLUTION: The steel material includes 0.0030% or less O and 0.0005 to 0.0030% Ca, further includes 0.01 to 0.5% W and/or 0.02 to 0.5% Mo, 0.001 to 0.2% Sn and/or 0.01 to 0.2% Sb, controls Cu, Ni, Cr and Co to less than 0.05%, respectively, and has an ACP value, a WI value, and an ACR value controlled to predetermined values.
