PROBLEM TO BE SOLVED: To appropriately determine a channel used for communication in ad-hoc cognitive radio communication. SOLUTION: A transmission node utilizes all channels that an own node can utilize in the establishment of connection to transmit a connection request. A reception node utilizes all channels that an own node can utilize to transmit a response to the connection request. The transmission node uses a channel, where the response to the connection request has been obtained, to perform data communication. Also, a stability index, which indicates how much each channel could be utilized during communication in the past, is calculated for each channel.
