PROBLEM TO BE SOLVED: To achieve a plasma display panel having improved luminance and luminous efficiency by expanding the region of a phosphor layer by widening the application region of a fluorescent material. SOLUTION: In the plasma display panel 20, a front substrate 21 and a back substrate 22 are disposed face to face so that a discharge space is formed with barrier plates 8 held between them, the phosphor layers 9 luminiferous in red, green and blue are formed in respective discharge cells 11 so that the discharge space partitioned by the barrier plates 8 operates as the discharge cells 11, a fibrous filler 10 exists in the phosphor layer 9 with a part of the filler embedded therein and another part of it exposed from the surface of the phosphor layer 9 in the discharge cells 11, and the length of the fibrous filler 10 is≥1/2 of the maximum thickness of the phosphor layer 9.
