PROBLEM TO BE SOLVED: To provide an active matrix type organic EL display panel having a function layer with a uniform membrane thickness. SOLUTION: An organic EL element of the organic EL display includes a substrate, a pixel electrode formed on the substrate, an organic EL layer formed on the pixel electrode, a bank regulating a region of the organic El layer, and a TFT element driving the pixel electrode. The bank includes fluororesin, and includes an incline of fluorine concentration along a thickness direction of the bank.
