PROBLEM TO BE SOLVED: To provide a fluid bearing device, a spindle motor having the same and a recording and reproducing device, enabling extended service life thereof, by holding a sufficient quantity of lubricating fluid supplied to a bearing part in a microscopic clearance, while satisfying a request for thinning. SOLUTION: This fluid bearing device 20 rotates a rotation side member such as a rotor hub 15 with a shaft 12 inserted into a bearing hole 11a of a sleeve 11 in a rotatable state as the rotational center. The fluid bearing device 20 includes a plurality of substantially annular ring-shaped tapered seal parts (a first tapered seal part 21 and a second tapered seal part 22) for holding the lubricating fluid 26 outside in the radial direction of the sleeve 11.
