PROBLEM TO BE SOLVED: To solve a case that communication between mobile communication devices can not be established. SOLUTION: For the entire frequency band of radio waves used for the exchange of radio communication between the mobile communication devices, a management table indicating whether it is a state capable of setting a communication line is stored. When being in the state incapable of setting the communication line for a connection request received from the mobile communication apparatus through a base station, the management table is referred to, a frequency band in the state capable of setting the communication line is selected from the respective frequency bands indicated by frequency band information included in the connection request, and the frequency band selected by a frequency band selection means is reported to the mobile communication apparatus which is the transmission origin of the connection request.
