PROBLEM TO BE SOLVED: To enable a person other than the owner of a mobile phone to control a part of or entire functions of the mobile phone that a proper owner uses. SOLUTION: A server device 3 generates, in accordance with a predetermined algorithm, a restriction key to be determined uniquely from information about IMEI preset to the mobile phone, information about the restriction target term of the mobile phone and information about restriction contents for activation or operation of the mobile phone to be implemented within the restriction target term of the mobile phone. The mobile phone extracts, from the restriction key 20, the information about IMEI, the information about the restriction target term and the information about the restriction contents in accordance with an algorithm of reverse steps of the predetermined algorithm. When the extracted IMEI matches mobile phone's own IMEI, on the basis of the information about the restriction target term and the information about the restriction contents, mobile phone's own activation or operation is restricted.
