PROBLEM TO BE SOLVED: To provide a system for realizing a plurality of different periods of transmission cycle on a transmission line as a transmission control system using token passing. SOLUTION: To a plurality of communication patterns recorded in a hold time management table 302 and a circulation route table 304, a circulation route of token, a circulation period of token, and a length of a hold time of token to be assigned for each circulation period to each slave node included in the circulation route are set. On the basis of the plurality of communication patterns recorded in the hold time management table 302 and the circulation route table 304, regarding each of the communication patterns, a circulation route forming unit 301 of a communication apparatus 101, that is a master node, assigns a hold time, from among times other than the hold time already assigned to any slave node regarding any other communication pattern, for each circulation period to each of slave nodes included the circulation route.
