PROBLEM TO BE SOLVED: To provide an inner gear member forming method and a forming apparatus, capable of forming an inner gear member having high precision as a product without causing variation in the thickness of the gear portion or an underfil on a gear portion. SOLUTION: The method for forming an inner gear member provided with a flange portion includes attaching a base material W to a mandrel 2 having a gear shape forming portion 2a on the outer peripheral surface, and pressing the base material W to the mandrel 2 using a squeezing roller R to form a gear portion on the inner circumferential surface of the base material W. In this method, a cylindrical base material is used as the base material W, and an end of the base material W is bent along an end surface of the mandrel 2 by the squeezing roller R to form the flange portion.
