PROBLEM TO BE SOLVED: To provide a method of manufacturing a thin-bladed whetstone capable of forming a shock-absorbing layer into a thickness capable of exhibiting stable shock-absorbing effects. SOLUTION: The thin-bladed whetstone comprising abrasive grains 2a diffused in a metallic binder 3 is prepared, and new abrasive grains 2b are buried in part on a surface of the binder 3 for temporarily joining. A flat plate is used to push and bury the abrasive grains 2b into the metallic binder 3 for temporary joining. A shock-absorbing layer 4 made of soft metal is formed on the surface of the metallic binder 3 having the new abrasive grains 2b temporarily joined into a thickness not exceeding a protrusion amount of the abrasive grains 2b from the metallic binder. The thin-bladed whetstone has most of the temporarily joined abrasive grains 2b protruding, so that the shock-absorbing layer 4 can be formed to be thick irrespective of an abrasive grain diameter and chipping can be prevented.
