A cosmetic composition containing herbal extracts having excellent skin whitening, anti-oxidation, and anti-inflammation is provided to protect skin from the sensitive stress and suppress aging. A cosmetic composition having the effects of skin whitening, anti-oxidation, and anti-inflammation comprises caryophylli Flos, santali alba Lignum, nardostachyos Rhizoma, aquilariae Lignum, foeniculi Fructus, agastachis Herba, hoelen, bletillae Rhizoma, paeonia japonica, ginkgo Semen, ginseng Radix alba, fructus Tribuli Terrestris, ampelopsis Radix. The mixture of herbal extracts is produced by heating at 80~100 °C for 30 minutes to one hour and adding purified water and low alcohol in 1:1~5.
