PROBLEM TO BE SOLVED: To provide an apparatus for cutting and opening a neck skin of a carcass of poultry and capable of precisely and automatically cutting and opening the neck skin to the tip part of the neck skin. SOLUTION: The apparatus for cutting and opening the neck skin includes a shoulder part-holding means for holding a shoulder part of the carcass of the poultry from which the head part is cut off and the internal organs are removed, a tension applying means introduced from an opening formed on a lower belly part of the poultry carcass through an abdominal cavity into a part between a belly-side part of the neck skin and a neck bone, and extending along the neck bone beyond the tip end of the neck skin to apply circumferential tension to the neck skin, a neck skin biasing means for contacting a belly-side tip end of the neck skin and biasing the skin toward a shoulder-side base part, and a neck skin incising means for incising a back-side part of the neck skin from the shoulder-side base part toward the tip end.
