PROBLEM TO BE SOLVED: To obtain chronological patterns of increases in rotational speed and power generation output by simulation. SOLUTION: An optimum activating schedule estimating means 1 includes a first stage steam temperature predicting means 3, a thermal transmission ratio predicting means 4, a metal temperature accumulation means 9, and a first stage metal temperature predicting means 5. A thermal stress predicting means 6, an optimum activation calculating means 7, and an accumulation means 8 for a turbine rotational speed w and a power generation output MW are connected on an output side of the first stage metal temperature predicting means 5 in this order. An operating condition defining means 2 includes a time trend holding means 10 and an activation start timing initial condition holding means 11. The first stage metal temperature predicting means 5 estimates a change vector dTm of the a first stage metal temperature based on a future transition of a steam temperature Tf inputted from the first stage steam temperature predicting means 3, a transition Hf of a thermal transmission ratio inputted from the thermal transmission ratio predicting means 4, and a future transition Tm of a rotor metal temperature inputted from the metal temperature accumulation means 9.
