<p><P>PROBLEM TO BE SOLVED: To attain wavelet transform with low delay while suppressing unnecessary image quality deterioration without depending on formats of images. <P>SOLUTION: A permissible delay time acceptance part 101 accepts permissible delay time. A frame rate detection part 102 detects a frame rate of a moving image to which the wavelet transform is performed. A vertical line number detection part 103 detects the number of vertical lines for the moving image to which the wavelet transform is performed. A division level determination part 105 compares delay time for every division level with the permissible delay time, and determines the number of division levels of wavelet transform processing for control target to the number of division levels in which the delay time is shorter than the permissible delay time based on comparison results of them.
