PURPOSE: A light emitting device package and a lighting system are provided to minimize the loss of light due to the reflection or absorption of light by surrounding the side of a light emitting device with a transparent resin layer and a reflective material layer. CONSTITUTION: A package body(10) includes a cavity(15) whose upper side is open. A light emitting device(20) is arranged in the cavity. A plurality of lead frames(31,32) are electrically connected to the light emitting device. A transparent resin layer(40) is formed on the reflection material layer. A fluorescent coating layer(50) is formed on the upper side of the light emitting device.
