PROBLEM TO BE SOLVED: To obtain a device for managing a network which monitor the conditions in each of apparatuses constituting a communications network with high accuracy. SOLUTION: The device is for monitoring the state of the network in each of the apparatuses constituting the communications network. The device includes an MIB (Management information base) information collector 14 to collect information about an operating condition from each of the management object apparatuses; a threshold determining section 13 for determining the threshold for evaluating the latest information regarding the operating conditions, on the basis of the information about the operating condition collected in past and the information about performance in each of the management object apparatuses; and a threshold excess determining section 12 for evaluating the latest information regarding the operating conditions by using the determined threshold.
