PROBLEM TO BE SOLVED: To quickly restart telephone calls between communication terminals after recovery from a disabled call state caused by reduction in battery residual capacity during telephone calls between the communication terminals.

SOLUTION: A telephone call management system 1 includes a call monitoring server 20 that monitors telephone calls between cellular phones 10a and 10b. The cellular phones 10b includes a battery exhaustion detecting unit 15b that detects battery exhaustion in the own cellular phone 10b. The call monitoring server 20 includes a disabled call notifying unit 21 that notifies a disabled call to the cellular phone 10a making calls with the cellular phone 10b, in response to the detection of battery exhaustion by the battery exhaustion detecting unit 15b. The cellular phone 10b includes a charging confirming unit 14b that detects charging causing recovery of the battery residual capacity to a predetermined value or more after the notification by the disabled call notifying unit 21; and a communication control unit 15b that notifies the cellular phone 10a that a telephone call is enabled with the cellular phone 10b, in response to the detection of charging.
