PROBLEM TO BE SOLVED: To provide a gas turbine control device, a method therefor and a power plant capable of meeting the Grid Code request response by allowing the shaft output to follow quickly a variation in frequency while damage of the apparatus caused by a temperature rise is precluded. SOLUTION: The fuel flow rate control to a combustor 2 on the basis of temperature regulating control is avoided by correcting a blade pass control signal and exhaust gas control signal decided on the basis of the temperature regulating control in such a direction of the values enlarging, in a period in which the gas turbine output should be raised quickly in following the request load, for example when the system frequency has lowered.
