PROBLEM TO BE SOLVED: To provide a random number base block substitution device and a method for video encrypting, which more safely manages video data, prevents unauthorized obtaining of video information, enables only a user having competence to regenerate a change rule and restore the original video data, thereby preventing unauthorized use of the video data. SOLUTION: A random number base block substitution device for video encrypting includes a random number and key management part which stores a key shared by a video encrypting device and a decoding device and generates random numbers using the key, and a block substitution processing part which analyzes input video and classifies the input video according to the prescribed rule, generates substitution groups according to the classified information, and changes positions of constituent elements in the substitution group according to the substitution rule generated by using the random numbers generated by the random number and key management part.
