PROBLEM TO BE SOLVED: To provide a braking device, allowing a mover cooperated with a rotor to easily move without application of braking force in the normal working state, and preventing high-speed moving to secure safety in case of emergency such as an earthquake or sudden pushing. SOLUTION: This braking device includes: a rotor 6 rotatable relatively to a wheel 100 of the mover; locking mechanisms 7, 10 for keeping the locking release state for relatively rotating the rotor 6 and the wheel 100 in the normal running state, integrating the rotor 6 with the wheel 100 in the sudden accelerating state, and keeping the locking state for integrally rotating these; and a braking mechanism 4 for applying braking force to the rotation of the wheel through the rotor when the rotor and the wheel are rotated integrally in the locking state.
