PROBLEM TO BE SOLVED: To provide a transmission control device for vehicle, enabling reduction of the size and capacity of a clutch by reducing a load imposed on one clutch of DCT at startup of a vehicle while securing smooth and sure startup. SOLUTION: When the vehicle is started, a second clutch 4b corresponding to a second gear mechanism 8b having a starting speed stage (second speed) is put in a half-clutch state, and a first clutch 4a corresponding to a first gear mechanism 8a having a starting auxiliary speed stage (third speed) is also put in a half-clutch state. When a difference of rotating speed between an input shaft 6 and an output shaft 10 becomes within a predetermined range, the first clutch 4a is disconnected, and the second clutch 4b is connected.
