<p><P>PROBLEM TO BE SOLVED: To identify a calculation amount, considering the application order of filters and the presence of a characteristic quantity image which has been calculated already, and select a filter based on the identified calculation quantity and identification accuracy of the filters. <P>SOLUTION: A calculation order graph generation part 103 constructs a calculation order graph from a filter group stored in a storage part. An identification accuracy specification part 104 calculates identification accuracy of each filter by use of learning data stored in the storage part 102. A calculation amount identification part 105 identifies a calculation amount by use of the calculation order graph generated by the calculation order graph generation part 103. A filter selection part 107 selects a filter based on these calculated values.
