PROBLEM TO BE SOLVED: To improve recognition accuracy by preventing an inappropriate speech from being registered. SOLUTION: A speech rate-of-change computing means 111 is input with the register speech 11 and computes the rate of change of the speech. A speech register judging means 112 decides whether or not the input register speech 11 is registered, based on the computed rate of change. A register speech change demanding means 113 outputs a register speech change demand 12 when the result of the devision is nonregisterable.
