<p><P>PROBLEM TO BE SOLVED: To easily achieve multicast communication between different networks even when there are an unspecified large number of transmitters. <P>SOLUTION: A network relay router 10 serially transmits a participation request message (CP1) from a multicast routing protocol processing part 11A to a router 30a based on a set multicast group address and a name of a transmitting side VRF, and receives a multicast packet (DP1) from an interface 101. The network relay router 10 acquires an address of a transmitter SE from the received multicast packet, transmits a participation request message (CP2) to an interface 102, and receives a multicast packet from an input-output interface 102 in the direction of the transmitter.
