PROBLEM TO BE SOLVED: To provide a power plant that has simple structure is miniaturized as a whole, and is able to efficiently generate power. SOLUTION: A first electrode 22, which includes a radial section 24 radially formed from a shaft hole 17a, namely a rotation center section, and an electret film 25, namely, a charge holding body, are disposed on a rotary plate 17 rotating on a plane of a bottom board 15, namely, a flat substrate provided in a clock module 6; meanwhile, a second electrode 26 including a radial section 27 formed radially is so disposed on the bottom board 15 as to oppose the radial section 24 of the first electrode 22; and thus the rotary plate 17 is rotated at a fixed interval to the bottom board 15, and a mechanical rotational kinetic energy of the rotary plate 17 is efficiently converted to electrical energy.
