PROBLEM TO BE SOLVED: To provide a photographing apparatus, a monitoring device and an image communication system by which a response time between the photographing apparatus and the monitoring device is shortened while reducing power consumption of the photographing apparatus. SOLUTION: The monitoring device includes: a communication part 71 to be a communication means on the monitoring side for communicating with outside and successively acquiring image data; an image storage part 76 to be an image storage means on the monitoring side for storing for storing image data successively obtained; an image display part 73 to be an image display means for displaying images; an operation input part 75 to be an operation input means to which an image display request to the image display part 73 is input; and a control unit 74 to be a control means on the monitoring side for performing control so as to display an image according to the image data stored in the image storage part 76 to the image display part 73 until image display in accordance with latest image data obtained from the communication part 71 in response to the image display request becomes possible.
