PROBLEM TO BE SOLVED: To provide a valid flow line recognition system for an object whose monitoring area is wide. SOLUTION: The position detection of a moving object in a monitoring region is performed by a multi-laser scanner system. Then, location information showing the location of a moving object detected by the multi-laser system is recorded in a laser flow line database 27 as monitoring region moving object information as well as time information showing a time when the moving object is present at the position. On the other hand, the position detection of the moving object in a specific region as a potion of the monitoring region is performed by a camera image system whose position detecting precision is higher than that of the multi-laser scanner system. The position information showing the position of the moving object detected by the camera image system is recorded in a camera flow line database 28 as specific region moving object information as well as time information showing the time when the moving object is present at the position.
