<p><P>PROBLEM TO BE SOLVED: To estimate a one-way fluctuation delay of a packet based on a transmission interval and an arrival interval of the packet in communication via a packet communication network. <P>SOLUTION: In a system for performing packet communication, a packet transmission terminal transmits the packet to the packet communication network after adding transmission time information, transmits the packet to a packet reception terminal and a one-way fluctuation delay monitoring apparatus 6 via the packet communication network. When the packet is received in the one-way fluctuation delay monitoring apparatus 6, a packet transmission time and a reception time are recorded by each packet, and a packet transmission interval and a packet arrival interval are calculated based on the recorded time in the whole recorded packet, and one-way fluctuation delay is calculated based on the packet transmission interval and the packet arrival interval. Then, a difference between both clock rates of the packet transmission terminal and the one-way fluctuation delay monitoring apparatus 6 is estimated. An initial value of the one-way fluctuation delay is estimated based on the one-way fluctuation delay from which an error caused by the estimated difference is removed.
