PROBLEM TO BE SOLVED: To provide a method for producing a resol-type phenol resin, which has excellent water-dilutability and is reduced in the amount of remaining monomer. SOLUTION: First, a reaction product (α) is obtained by reacting formaldehyde (F) and an alkanone (A) in a ratio that the molar ratio (formaldehyde(F)/alkanone(A)) of formaldehyde (F) to alkanone (A) is 3/1 to 8/1. Then, the reaction product (α), phenols (P) and formaldehyde (F') are reacted in the presence of an alkali catalyst in a ratio that the mass ratio (reaction product (α)/phenols (P)/formaldehyde (F')) is 10/100/15 to 230/100/100.
