PROBLEM TO BE SOLVED: To prevent the occurrence of uneven glossiness in a fixed image due to toner components deposited on a belt member. SOLUTION: An external heat roll 613 heats the fixing belt 610 while stretching the fixing belt 610, which circulation-moves to fix the toner onto paper, from the outside of the fixing belt 610. The external heat roll 613 is configured so that the releasability of the surface of the external heat roll 613 is made to be lower than that of the surface of the fixing belt 610.
