PROBLEM TO BE SOLVED: To provide a VPN device capable of reducing a load on a server and minimizing a communication delay and a communication failure at the start of VPN communication between and among a plurality of VPN devices.

SOLUTION: The VPN device 101 performs communication by constructing a VPN with the other VPN device 301. The external address port information of the VPN device 101 is acquired through a network. The external address port information of the VPN device 101 is transmitted to the VPN device 301 through the network. The external address port information of the VPN device 301 is received from the VPN device 301. Using the external address port information of the VPN device 301, it is determined whether or not VPN communication is possible between the VPN device 101 and the VPN device 301. During this session, data communication having has priority is started first for bursting packets, and all data communication are started after it is determined that VPN communication is possible.
