PROBLEM TO BE SOLVED: To determine the number of frames to be referred to in a super-resolution process (resolution increasing process) in accordance with the frame rate of a moving image when generating a high-resolution image from the frames of a low-resolution moving image. SOLUTION: The frame rate of a pause frame of a moving image is detected, and the number of frame images of the moving image to be used in a process of increasing the resolution of a low-resolution image is determined such that a larger number of frame images is set for a higher detected frame rate. In a super-resolution process (resolution increasing process), a high-resolution image is generated using the determined number of continuous frame images including the pause frame of the moving image.
