PROBLEM TO BE SOLVED: To provide a heat insulating structure which maintains heat-insulating property effectively. SOLUTION: The heat insulating structure includes: a body 10 to be thermally insulated; a first heat-insulating material 20, which covers the body 10 to be thermally insulated; and a second heat-insulating material 30, which covers the first heat-insulating material 20 and has both vapor permeability and water impermeability. The material to be thermally insulated is a pipe through which a fluid is circulated. The first heat-insulating material covers the outer periphery of the pipe and the second heat-insulating material covers the outer periphery of the first heat-insulating material. The second heat-insulating material is made up of a base material layer having the heat-insulating property and a resin film layer having both the vapor permeability and water impermeability.
