PROBLEM TO BE SOLVED: To avoid an islanding operation that may occur in case a distributed power supply is connected to a power distribution system.SOLUTION: In a range 1 as an islanding operation occurrence range, values of an active power and a reactive power satisfy some relationship to define the range 1 where an islanding operation is occurring in a distribution line 2. Then, an adjusting device control unit 17b controls an amount of adjustment by an adjusting device 16 for adjusting the reactive power at a consumer side of a circuit breaker 12 on the distribution line 2 so that the measured reactive power gets out of the range 1 when the active power and reactive power of the distribution line 2 measured by a PQ measuring device 15 are within the range 1.
