<P>PROBLEM TO BE SOLVED: To provide a heat medium heating device heating a heat medium using wind power, which can transport the heat medium even if a nacelle rotates, and a power generation system equipped with the device. <P>SOLUTION: The heat medium heating device 1 includes: a windmill 10; the nacelle 20; a tower 30; an outward pipe 51; a heating part 40; and a return pipe 52. The nacelle 20 rotatably supports the windmill 10. The tower 30 rotatably supports the nacelle 20 within a predetermined angle such that the windmill 10 follows wind directions. The outward pipe 51 transports the heating medium from the lower side of the tower 30 to the nacelle 20. The heating part 40 is provided inside the nacelle 20 and heats the heat medium transported through the outward pipe 51 using rotation of the windmill 10. The return pipe 52 transports the heat medium heated by the heating parts 40 to the lower side of the tower 30.
