摘要 <P>PROBLEM TO BE SOLVED: To save energy with the operation of an apparatus optimized by predicting the number of visitors to a specific space and then controlling the operation of the apparatus according to the prediction result. <P>SOLUTION: A number-of-person acquisition unit 11 acquires the number of persons arriving at a specified space area 1 and the number of visitors to the specific space 2. The space area 1 is specified for the specific space 2 so that the number of arriving persons and the number of visitors may be correlative to each other. Resource demand prediction unit 12 includes a number-of-person prediction section 12a which predicts the number of visitors using at least the number of arriving persons. Further, the resource demand prediction unit 12 includes an upper-limit determination section 12b which determines an upper-limit value of consumption of energy resources used for the specific space 2 in accordance with the numbers of persons that the number-of-person acquisition unit 11 acquires.
