PURPOSE: A vehicle diagnosing device and a method thereof are provided to inexpensively develop checking equipment. CONSTITUTION: A first measuring unit(10) measures the voltage of a vehicle. A second measuring unit(20) measures moisture contained in the oil of the vehicle. A first power output unit(30) and a second power output unit(40) measure the actuator operation of the vehicle. Power of either one of the first or second power output unit is outputted by switching a first switch(50). One of either a load test or a ground test is selected by switching a second switch(60).
