PROBLEM TO BE SOLVED: To provide a number-of-stages determination device which is capable of automatically determining the number of stages in a column displayed on a display device by preliminarily designating the minimum number of characters which can be arrayed in the column in a main scanning direction.

SOLUTION: A number-of-stages determination device 20 includes: a number-of-characters information acquisition unit 22 which acquires minimum-number-of-characters information being information about the minimum number Min_C of characters which can be arrayed in one column in the main scanning direction; and a number-of-stages determination unit 24 which determines the number of stages in the column on the basis of a character string display area length L being a length of a display area where a character string comprising the minimum number Min_C of characters is to be displayed within one column in the main scanning direction and an allowable display area length DL being a length of an area allowed to be displayed in a digital book reader 1 in the main scanning direction. Thus, the number-of-stages determination device 20 is capable of automatically determining the number of stages in the column displayed on the display device by preliminarily designating the minimum number Min_C of characters.
