<P>PROBLEM TO BE SOLVED: To realize a structure for effectively preventing leakage of a personal identification number by suppressing enlargement of the device structure in a portable settlement terminal in which settlement using a non-contact communication medium is possible. <P>SOLUTION: A portable settlement terminal 1 includes a radio reader part 20 which can perform non-contact communication with an IC card C held up to a display part 13 side displaying information. A number arrangement table T making an arrangement corresponding to an arrangement of a plurality of input keys 11a arranged in a prescribed arrangement and allocating numbers to positions corresponding to the respective input keys 11a is generated. The number arrangement of the generated number arrangement table T can be changed. While the radio reader part 20 communicates with the IC card C, input information inputted by the input key 11a is converted into the number corresponding to the input key 11a in the number arrangement table T.
