The tool has a support (1) provided with a slot defining a cutting plane (S). A flat blade (3) is pivotably mounted around a horizontal axis (4) so as to be received in the slot during cutting of an opened cross-sectional profile and in closed position of the tool. The blade has a flat cutting edge that extends from a punch towards the horizontal axis of the blade, and another cutting flat edge spaced away from the horizontal axis. The support comprises a recess (5) that is opened towards the top to transversally receive the profile with respect to the plane.
