<P>PROBLEM TO BE SOLVED: To provide a non-aerosol composition for a foaming agent, containing a hardly water-soluble drug. <P>SOLUTION: In the non-aerosol composition for a foaming agent, a hardly water-soluble drug such as Dexamethason valerate, which is an anti-inflammational steroid compound, is dispersed in an aqueous medium containing 3-4 wt.% of ethylene glycol salicylate, 4-5 wt.% of polyoxyethylene (200) polyoxypropylene glycol (70) and 0.75-1.5 wt.% of sucrose fatty acid ester; wherein a part of the polyoxyethylene (200) polyoxypropylene glycol (70) may be substituted with polyoxyethylene cetostearyl ether. The composition has excellent properties for dissolving main drugs, foaming properties and stability of main drugs.
