<P>PROBLEM TO BE SOLVED: To distinguish a packet that must be replied preferentially from a packet that is not replied preferentially, from the information of a packet, so that the preferential packet can withstand a sufficient load but other packets withstand a minimum necessary load. <P>SOLUTION: Based on the information of a packet received, features of the packet(source address, and the like) are collated with reference to a database holding the features of the packet. The preferential packet is registered in a preferential queue, and a non-preferential packet is registered in a non-preferential queue. A determination is then made as to whether or not the preferential packet is replied preferentially, and the packet to be replied preferentially is replied.
